BHEL Deployed Solar Panel on GSAT 10 Satellite


Bharat Heavy Electricals Limited had successfully deployed space grade solar panels on the GSAT-10 satellite of the Indian Space Research Organisation (ISRO). BHEL had supplied four solar panels for GSAT-10, that have an area of 5.36 square metre each and comprise multi-junction solar cells in series and parallel combinations, with a total power capacity of 4000 watts. The satellite was launched from the Kourou launch base in French Guyana, and it is the heaviest Indian satellite built by ISRO and caters to the country’s telecommunications and television broadcasting requirements. Bharat Heavy Electricals Limited, in collaboration with Indian Space Research Organisation, also had established state-of-the-art 10,000 class clean room facilities at its Electronics Systems Division in Bangalore for the assembly and testing of Space Grade Solar Panels using high efficiency solar cells.

RBI plans to restructure SLR to meet Basel-III norms


According to media reports, the Reserve Bank of India said that it may restructure the statutory liquidity ratio (SLR) to compute liquidity under the Basel-III regulatory norms. The move is aimed at preventing a recurrence of 2008 like financial crisis. CARE Research estimates domestic banks will be required to raise equity in the range of $40-$50bn over the next six years to meet BASEL-III guidelines. Banks ROE is projected to fall by 80-100bps for every 1% increase in core equity ratio, if other things remain constant. Given that most PSU banks core equity ratio is 6%-9%, CARE believes their ROE is expected to remain under pressure in the range of 100-200bps due to higher capital requirement. However, banks could increase or decrease their lending/ deposit rate by 15-25 bps, increase fee income or bring in cost efficiency to protect their ROE to fall from the current levels.

49% FDI in Insurance


Continuing with the reforms momentum, the cabinet approved allowing 49% Foreign Direct Investment (FDI) in insurance. It cleared all amendments of the insurance bill. The government wants to build on the positive sentiment created by its reforms burst while sending out a clear message that it is doing all it can to arrest the deceleration in growth that has been forecast by a stream of forecasters. Last week, the Asian Development Bank cut its growth estimate for this year to 5.6 per cent from 7 per cent earlier. "Unless we go for 49 per cent, we will not have the kind of capital required to underpin the growth of insurance industry," Insurance Regulatory and Development Authority ( Irda) Chairman J Hari Narayana said on the sidelines of a CII event in Delhi.

China adamant on disputed islands


China’s Defence Minister said that Beijing reserves the right to take further action against Japan in the ongoing dispute over uninhabited islands in the East China Sea. According to the Minister, Japan should bear full responsibility for the dispute, which has triggered violent protests in China against the Japanese. U.S. Defence Secretary Leon Panetta has been pressing both China and Japan to find ways to resolve the problem peacefully and diplomatically. Defence Minister said he hopes the Japanese government “will undo its mistakes and come back to the right track of negotiations.” Tensions over the islands spiked last week when the Japanese government said it was purchasing some of them from their private owner.

Rajiv Awas Yojana


In pursuance of the Government’s vision of creating a Slum-free India, ‘Rajiv Awas Yojana’ (RAY) has been approved on June 2011. The Phase I of Rajiv Awas Yojana is for a period of two years from the date of approval of the scheme. Phase II will cover the remaining period of the 12th Plan (2013-17). The Scheme will provide financial assistance to States that are willing to assign property rights to slum dwellers. This assistance is for provision of decent shelter and basic civic and social services for slum redevelopment, and for creation of affordable housing stock. Fifty percent (50 %) of the cost of provision of basic civic and social infrastructure and amenities and of housing, including rental housing, and transit housing for in-situ redevelopment – in slums would be borne by the Centre, including operation & maintenance of assets created under this scheme. For the North Eastern and Special Category States the share of the Centre would be 90% including the cost of land acquisition, if required.

Long Term Integrated Perspective Plan of India


13 August 2012 : Defence Acquisition Council has approved a fifteen year Long Term Integrated Perspective Plan (LTIPP) 2012-2027 and five year services Capital Acquisition Plan (SCAP) for modernisation of the Armed Forces. Acquisition of weapons and equipment for armed forces is a complex activity and is carried out in accordance with the provisions of Defence Procurement Procedure (DPP). As per broad time frame given in DPP, it takes about 2-3 years to complete the various stages of procurement and conclude the contract. Government constantly reviews the security scenario and accordingly decides to induct appropriate defence equipment / platforms. This is a continuous process undertaken through procurement from various indigenous as well as foreign sources to keep the armed forces in a state of readiness to meet any eventuality. This information was given by Minister of Defence Shri AK Antony in Lok Shaba.

Navy to buy 56 utility helicopters


12 August 2012 : India is planning for another mega defence deal, worth $1 billion, for the acquisition of 56 naval utility helicopters customized for surveillance, anti-submarine warfare, anti-terror, electronic intelligence gathering and search and rescue operations. According to Times of India, Indian armed forces are looking to induct as many as 900 helicopters in the coming decade, including 384 light-utility and observation, 90 naval multi-role, 65 light combat, 22 heavy-duty attack, 139 medium-lift and 15 heavy-lift. The new tender or RFP (request for proposal) for the 56 naval helicopters was issued to all top global aviation majors — ranging from Boeing, Bell and Sikorsky to Kamov, Eurocopter and AgustaWestland. "The naval utility helicopter are planned for induction from 2016 (onwards)," said Navy chief Admiral Nirmal Verma. As per the RFP, the project involves induction of the 56 choppers, three simulators, 28 spare engines and associated equipment within eight years of the inking of the contract.

Russia eyes on Arctic zone


Russia is planning to build a string of naval bases along its northern coast as it prepares to claim a vast swath of the energy-rich Arctic. According to Government statements, Russia will deploy a combined-arms force of naval, border and coastal guard units to protect its economic and political interests in the Arctic by 2020. Russia, which is entitled to a 200-mile Exclusive Economic Zone in the Arctic, plans to submit next year its claim for a 150-mile additional territory on the grounds that the seabed is continuation of its continental shelf. This claim is disputed by other Arctic powers — Norway, the United States, Canada and Denmark. Russia also plans to open year-round navigation along the Northern Sea Route, which stretches for 5,600 km along Russia’s Arctic coast from Murmansk in the Barents Sea to the Bering Strait in the Far East.

Pakistanis can invest in India


With an aim to give a big boost to trade and bilateral relations and enhance economic cooperation, the Union government notified a law permitting investments by Pakistan citizens and companies in India in sectors and activities other than defence, space and atomic energy. Pakistan was the only country in the negative list under the Foreign Exchange Management Act (FEMA), which prohibits investments in India. Sri Lanka was removed from the list in 2006 and Bangladesh in 2007. Both countries had agreed to allow one-year multiple entry visas for business visitors and entry and exit through different cities.

India permits FDI from Pakistan


Government of India decided to allow foreign direct investment (FDI) from Pakistan in a move to boost bilateral economic relations. "The government of India has reviewed the policy...and decided to permit a citizen of Pakistan or an entity incorporated in Pakistan to make investments in India, under the government route, in sectors/activities other than defence, space and atomic energy," an official statement said. To address the security concerns, foreign direct investment proposals from Pakistan would be routed through the Foreign Investment Promotion Board (FIPB). Recently the government has allowed investments from Bangladesh under the FIPB route.
